2 Minutes of Previous Annual General Meeting
Recommendation: That the Minutes of the 5th Annual General Meeting of the Carlton Residents Association be confirmed as an accurate record of that meeting.

The President’s report which had been circulated with the agenda was noted. When discussing the report members raised the following issues:

Sue also thanked the Committee members for their contribution to the running of the CRA in 2001.

The Treasurer’s report which had been circulated with the agenda was noted. Members were also alerted to the need to maintain membership to ensure that the finances of the Association remained balanced.

6 Election of Officers of the CRA and the Ordinary Members of the Committee
As no further nominations had been received for the election of officers of the CRA and ordinary members of the Committee, the following members were declared elected:

7 Other Business
7.1 C20 Amendment
Peter Sanders introduced the CRA's draft submission on the C20 Amendment. He pointed out the proposed changes by the Panel to height limits in six zones in Carlton. Those limits had been put forward to an independent Panel by the Melbourne City Council after considerable community consultation. In general, the Panel had recommended higher heights than those in the Council plan, and to lift height controls in the areas with a heritage overlay.
In response, Peter made two suggestions. One was the preferred position that the CRA should take and the second was a fall-back position which the CRA could also send to the Council. On a show of hands eight members agreed with the suggestion that only the preferred position should be the CRA response. Six members thought that the preferred and the fall-back position should both be included in the response. The President said that she would advocate for the preferred position in a submission to the Council.
7.2 Guest Speaker
Professor Miles Lewis made a presentation on the topic: 'Carlton: Resistance and Change'. In his very interesting presentation, Professor Lewis provided an historical account of how Carlton was planned in the context of the development of Melbourne, and the effect of changes in people's understanding of "Carlton" and town planning. He drew attention to the important role of Carlton as a place for people in transition. He also drew on his personal experiences in the earlier Carlton Association when he spoke of the attempts made to save large sections of Carlton from demolition and 'redevelopment'.
