
The Planning Committee meets monthly to review these development plans, and to decide whether or not the CRA should lodge objections. The Group Coordinator checks the weekly lists of planning applications on CoM’s website, and requests plans of applications for 3053. Generally objections relate to non–compliance, erosion of amenity, height, heritage, Design Overlay. When required, the committee writes formal objections and prepares briefs for CRA submissions to VCAT.

The MSS will likely have major impacts on planning in Carlton e.g. building height and heritage, infrastructure, parkland, open space, Melbourne University Expansion etc.

The City of Melbourne manages the municipality's land use and development through the Melbourne Planning Scheme, of which the Municipal Strategic Statement is part.
The MSS sets the high level strategic direction for all the controls in the
planning scheme. Planning Scheme Amendment C162 is the legal process by which the City of Melbourne incorporates the MSS into the Melbourne Planning Scheme.
CRA made a submission during the consultative process (28 July 2010), (see the link below). Since then the City of Melbourne has requested Planning Panels Victoria to establish a Panel to review their proposed Amendment and the relevant submissions
'The Carlton Residents Association (CRA) congratulates the University of Melbourne on the philosophy underlying the 2008 Master Plan.
However CRA is alarmed to learn the Master Plan will continue long-term University policy of expansion off-campus into historic Carlton. The University has an appalling record in its dealings with Victorian era heritage buildings, squares and street-scapes with total disregard for heritage, height, mass and amenity'.
